* Allow ENABLE_OPENID_SIGNUP to depend on DISABLE_REGISTRATION

Omit the configuration variable (the default) to be dependent.
Fixes #1363

* Move OpenID settings under Service object

* Show OpenID SignUp and SignIn status in admin panel / configuration
